There wasn't when Martin first decided on that path. There is now, but I don't have all of the information available at present as I've recently moved and I'm still trying to get things under control.

I'd say it depends on the shape the shifter in question was wearing. If a male werewolf mates with a female wolf, the kids are going to be wolves. I would house-rule such offspring as being latent shapeshifters whose only alternate form is a bipedal hybrid, and whose bite carries a very tiny chance...

I know nothing of wereravens. Only reference I have for them is a single page in my 2E Monstrous Manual that I actually didn't see for the first time until I think 2002. Tadelin attempts to steer the topic back on topic and away from the GC comments. It is sad that they didn't want you to play evil characters in the setting originally. I can see both sides of the argument on that, but I firmly have to state this: one of the most fun things you can do in the setting...

Yes, you do have a valid use with your idea, but unless you're planning to allow player actions to affect what the townsfolk see and vice versa, I'm lost on how that's any different than the players walking into an abandoned village.

It helped to fill in the blanks of the character's memory, that's for certain. It also served to show how a group's actions can be disastrous, even when appearing minor.
