Using the Netherlands as a rough analogy sort of makes sense with the sea coast and wetlands environment The coast is even aligned towards the north-west, which gives it even more sense. Having Mordenkainen randomly pop up seemed to me like some lazy, pointless namedropping. If you use such an iconic character, at least give him the dignity of a custom stat block, not the one of every archmage everywhere.
I'd probably replace him with a generic mage of my own devising.
