I tend to run the Core as about half the size of the US. I have played with size over the years many times, however, and even shrank it down once so all of Ravenloft was one city the size of London. In general, though, the Damned aren't limited to only one domain; they aren't as powerful as Dark Lords, but neither do they labor under most of the restrictions. A Damned character has - usually - failed a few Powers Checks, and is destined to suffer for their behavior even as they benefit from it....

Personally, I wouldn't make her a lord, there is too much tendency to make every evil person from film, literature, or history a lord - I would just make her an evil person, no doubt having failed some Powers Checks and both gained and lost because of that, but unless you can really do something uni...
