This could work for some good ol' fashion fearmongering, but in a more refined Victorian manner. Put this together with the Nightmare Court, and you could have a variable stew pot for mass hysteria. Think the bogeymen could come back here stronger than ever, praying on the neuroses of adults rather than children!
