saw was a shaggy/hairy, four-footed beast-- but was it a werebeast, a natural creature, a monster of some other sort?

It's hard to say. The wave of sorrow that washed over her, and seems to have affected Kat as well, does not fit with the abilities of any animal or breed of lycanthrope she is familiar with.
That doesn't mean the thing she saw isn't a werebeast. It might be one with unique abilities.
Or maybe it's something else.
Maybe the feeling wasn't even directly connected with the creature?
She needs more clues, more information, more lore.
