I think Klokulf will cast spiritual weapon and send it after the dragon before continuing with his previous course of action and casting ice axe. That way he can help with that threat while simultaneously staying as far from the beast as possible and trying to pick off peripheral lizardfolk with the axe.

I feel much better that the non-combatants are running from the dragon - as they should.
If not possible to cast from his vantage point, Raen would jump down (taking damage if he has too). He wants the dragon blinded and everyone able to see him even if he dives underwater, even if it means twisting an ankle - or getting in line for a facefull of acid.
Dissolved by dragon is not a bad way to go for an adventuring wizard.
