Who had the portrait gallery of Dark Lords?

Who had the portrait gallery of Dark Lords? I suspect that it was Stradh or Azalin, but am uncertain, and I cannot recall where it was cited.

It's in Castle Avernus and first appeared in From the Shadows, but S walks down whilst in the keep in the Gaz II.
