Correct, not that high.
High enough to possibly speak with the Holbins about something they are interested in, maybe.
The rest of the party, save Titus, is lower class and socially invisible to the better sort of people under most circumstances.

The rendezvous with Richard Savelle is set for tomorrow night at one hour before midnight at the Dancing Maidens.

23:00 its too soon to be at the meeting point, at 22:00 Elissa goes to bed. I would say if possible to postpone the wedding to midnight so we can get Elissa at 23.

I'm thinking I could introduce myself or send a message by courier proposing a new trade opportunity with the family. If they accept, we could slip the girl away during the event.
My spell list: Sleep, Magic Missle, Read Magic, Detect Magic, Light, and the cantrip effects bluelight, noise, and unlock.

There are clocks, but most are large, all are expensive and custom made, and none keep perfect time.
Most people round to the hour, when they don't simply use the old fashioned system of 'watches.'
Aldron has set up a rendezvous one hour before midnight at the Dancing Maidens. This is approximate. All those times on the schedule are, too.
POVERO does have some public timekeeping structures/devices , most notable the Horologium in the Market District nearer the wharves. But the city is sprawling, and one cannot see or hear such a clock from all points.

How far away is the clock from Elissa's palace? If it isn't far away we can wait till 22:15 and then head there.
