As for patrols sister, I don't think they have an exact schedule; that's not a military base. Probably a guard or two make a round every 30-60 minutes.
Your problems will be... dogs. If there are dogs you can't hide forever.
But Povero is a big city. Check if anyone sells reliable alchemical stuff that makes dogs ignore you. Gertie's friends may have that. Or, at worse... if that can be found at all a potion of invisibility to give Elissa.

I would suggest sticking with the plan Adam, and certainly not wasting such a powerful spell to put dogs to sleep when it could stop pursuers.
