Depends on if you count King of the Dead as canon or not. I would imagine that the Lady of Pain might, we don't really know if other deities know or not. Vecna and possibly Azalin are in theory the only two though that I can think of.

The Zarovan might come close. Madame Eva is immune to power checks, her raven is a direct personification of the DPs, and the Zarovan can apparently command the Mists to let people go. (See the end of the Evil Eye for the latter).
