I think you are right, the rain is a strong clue as it is the garden. In Paridon many houses have gardens on the roof or outside in order to get vegetables and fruits from there because the domain is often not accesible to ships becasue of storms so they cannot get supplies.
The peace nod at the weapons are very common in many domains including Richmulot. I think is the same for the permit, doubt in many domains even from the civized ones would let a caliban wander around without one.

I'm not that knowledgeable about Paridon, but I'd still support it based on the food gardening (Paridon is mostly cut away from anything else, isn't it?), the very English and apparently modern look & feel of the streets and the weather. But waiting to read more

Yes exactly Ail, Sodo close the domain's borders pretty often and the domain can remain unacessable even for weeks and there aren't farms outside the cities. So people have to have their own garden at the roofs or outside if the building is big and get food from there.

Of course this is player knowledge, our PC have no idea where they are till now.
