I'm not familiar with this Ravenloft NPC, though I suspect that he could be one of Talon's PCs, specifically the one from the 3 humans picture, where he notes that the right one was a PC.

You are correct. I don't actually have a lot of information on him, actually. Dr. Moreaux (an inspired name, I know) was loosely based on one of my old AD&D Ravenloft PCs from college. The original version was pretty out there (a sort of 2e sorcerer who could cast spontaneous spells via different combinations of Tarokka cards). This version is a straight-up Sorcerer and a contemporary and sometimes rival of Dr. Van Richten. They knew each-other in college. That's really about all I have on him. The racial signature characters were the first drawings I did for Ravenloft. As I drew them, I gave most of them names and classes and a few of them got little tidbits of character background. Here's a list:
Humans: Sir Tenel Berelon (pal); Lady Isa LeBrinne (wzd); Dr. Jean-Phillpe Moreaux (sor -had I ever played him under 3e, he probably would have ended up gaining metaphysisican or white arcanist levels as well).
Elves: Neerynna (ftr/wzd/arcane archer); Gyronn (wzd/rge)
Gnomes: Unnamed male (wzd: necromancer); Unnamed female (rge/assassin: she's a witch-hunter who hates spellcasters and is unusually grumpy for a gnome)
Dwarves: Aven Brondel (ftr); Tria Brondel (ftr/brd): a married couple
Half-Vistani: unnamed adult female (wzd: diviner); Unnamed adult male (rge); Brenna Wynn Malistrande (teenage female: witch -another AD&D PC of mine, this one using the Witch class from Dragon Magazine #114. In 3e, she would have been a wizard/hallowed witch).
Half-elves: I've either lost or sold the original art, so I no longer have their names. The male was a cleric and the female, a bard. Her design was based on a drawing I'd done earlier just for kicks.
Halflings: Kyri-Rynn (ftr/rge); Lanaa Featherstaff (druid)
Calibans: The Kriedel Siblings: Grend (barbarian), Morden (ftr/sor) and Helena (sor/rge) -Technically, half-siblings, all bearing their human mother's name. She was cursed and killed herself after Helena's birth.
Several of these characters, including Gyronn, Grend, Lanaa Featherstaff and Dr. Moreaux, appeared in later illustrations, especially Dr. Moreaux who made multiple appearances. None of the other signature characters I did (mostly for prestige classes) got names. I mailed out a sketch of the Anchorite of the Mists character a week or so ago and I may have given her a name on that, but if I did, I stupidly didn't write it down. She became one of my favorite repeat characters and made many appearances throughout the Ravenloft books.
