Referencing others work

I have an idea for QtR #27 based on expanding the Caliban Subraces idea from "Brutes and Banshee's" by Shadowking. I know of course that I would have to ask their permission, but say they are no longer on the forum or his contact info is out of date? And should I get permission, how would I go about giving credit for the original article?

I would just go for it, just making sure you put in a mention of what you're referencing and maybe a thank you. Every one of us references the published Ravenloft stuff all the time without permission. I think it's fine to reference netbook published works as well.
