QtR 16 Necromancer options

Has anyone tried to make a necromancer using the wizard options in QtR 16 and/or the black arcanist in jesters guide for 4e dungeons and dragons? How did it go and how balanced is it compared to the other classes? And im not sure if anyone saw it only goes up to level 10
