From the Richmulot article:

Fenris' Fangs - Is this the Cult of Fenris? Or a pack? It is only mentioned in Noella Marshfold entry.

As the culprit for both articles I own you answers:
The intended meaning is Rat Snatchers.

Elaria is dead, she was Noah Timothy's mother and the daughther of the Alpha of the Brightfurs and she was a natural Werewolf.

The Fenris' Fangs are Alfred's Tribe, and his principal cultists.

Michael Ratcliff - he is sheriff of what? Last Hope?

Lilia Godefroy-Weathermay - Is she a ghost? Or is she just dead?

Darrel Holmes - Is he sheriff of Millkeep?

Marcus La Monte - Is he sheriff of Last Rest?

The answer is yes to all the questions. Lilia is a Ghost (rank 2) and so it is Evangeline Clause (Rank 3)
