Gal does get full XP, but only because he went solo against a whole gang of thugs and won like a BOSS.

Let's do it this way instead, because I messed up the math:

3500 XP EACH
3500 GP REWARD each

Still generous, but not so unbalanced.
The Port-Master is very wealthy, and the merchants and boat captains may be very grateful to you for eliminating the witch and squelching a threat to commerce.
This won't all be a big sack of cash, of course, but letters of credit, a house, a boat if you want one, goods, services, even potions. Yes, scrolls and spells can be purchased out of that.
And also money.

Good... how much is the comfortable life-style in Richemulot? Including a couple of sets of clothes for comfortable life-style people?
Yes, I know Richemulotease place more importance on the secrets you know than the clothes. Raen still wants a couple good sets.
