At the money changer, Klokulf will exchange 60 Bridles (Vaasi gp) for 42 Nobles, 12 Blue Eyes, 28 Hawks, and 20 Steelpence, the equivalent of 51 gp. (I looked up Sembian currency on the internet, so I hope that is right.)

Does he have time to switch into his formal attire and cast make whole on Raen's clothes before they meet the Governor?

Yes, but if the spell doesn't dry out clothes, Raen will be damp.

Unless somebody has a fix for that.

Converted 5 PPs to 42 Gps and 5 Sp
And 5 Gps to 42 Sp and 5 cps . These are after the 15% Surgcharge by the way .
So will have some local spending stuff of 42gps,47 sps and 5 cp.
