Kelee makes more money off the clothing industry though. Tepesti wool is coarse but tough. It is surprisingly easy to sheer and to weave once you know the trick of doing so. Tepesti clothing tends to be rather plain and it tends to collect dirt. However, its toughness makes it in high demand from the working and lower classes. Tepesti clothing can last a generation or two and rarely rips. Tepesti padded armor is highly sought after by rangers, rouges and mages. It has a +2 non-magical bonus and sells for 5,125 gold and up. As such it is only bought by elites who are willing to pay high prices for the lower weight , skill check penalties or arcane spell failure rate.

Kellee is a large town located within Tepest, led by Mayor Gerald Ferrier. It represents a center of trade and contact with outside powers for Tepest if the land can ever claim one.[1]

Overview

Uniquely among the communities of Tepest, Kellee has resisted the influence of the Tepestani Inquisition due to the influence of its mayor, a Falkovnian veteran named Gerald Ferrier. Ferrier has always looked on the paranoia of the Inquisition with a wary eye. However, Ferriage marriage to Tala and her death in recent tragedy has softened his views somewhat.[1]

Law

As previously mentioned, Gerard Ferrier is the town's mayor, whom has historically kept the influence of the Inquisition to a minimum. Xeleen leads the Kellee Militia, the only truly coordinated military force or law enforcement organization within Tepest. The militia makes regular patrols and protects traveler and locals alike. Chief Inquisitor Haps represents the local head of the Tepestani Inquisition here.[1]

Kellee is a village of 4000 in Tepest. Its main industries revolve around sheep. Tepesti mutton is highly prized and is the only fancy export of Tepest. Tepesti smoked and salted mutton sell at least twice the price of regular mutton. Tepesti cooks are well known for their talent in cooking mutton and are in high demand throughout the core. It is only the difficulty in travel that keeps most Tepesti cooks at home.

The Brass Sheep is the main inn there. It is a very popular inn with a dozen large tables. Like most inns in Tepest its specialty is mutton dishes. It has a half a dozen dishes . The main drink in the place is Tepesti Wine. Those in the know take at least a couple of hours to drink a glass of it unless they want to get drunk. Tepesti Wine is as strong as brandy.

The ruler is Baron Johann von Schafgott who is a middle aged man with an eye for the ladies. He is a cagy ruler who knows how people tick. He is brave and resourceful and is willing to take significant risks to defend his people against the fey.

The head of the church is Inquisitor Brandon Mueller . Although more than a bit fanatical about the fey he is a good man for the most part. He cares a lot about the inhabitants and is very honest. He is quite forgiving except for shirking when fighting the fey. He is quite an asset unless you are a mage , in which case look out. He is likely to peg you as an evil fey. [2]
