It'd be more likely the caster would receive an ally from the Plane of Ash than pulled from Cavitus. I forget, though, is Cavitus the domain the same citadel pulled from the Plane of Ash or a replica created by the Mists? According to The Inner Planes the original Cavitus is still found on the Plan...

I simply make the world larger. Differences between CR6-9 are not a problem for me and I explain it with isolationism . Based off the poster map in the Black Box it looks to be about the size of my thumb 1" x 0.5". The scale is 1" = 10 mi, so about 10mi x 5mi, or 50 square miles, give or take for its slant and non-straight borders. If I messed this measuring up, its b/c I used a scan of my map instead ...

That's going to be a problem with any provably false theocracy you set up in Ravenloft. It's easier to work with faiths that have the ambiguity of uncertainty whether there's a real deity at the root , and genuine faith on the part of the observants.
