I'm a massive, massive fan of this show (like...fanfiction-writing fan). I've also ganked one of their monsters for my game. Though mostly just taking skin-thieves and doppelgangers and sort of smushing them together:
Shapeshifter (SN-style): CR 2; Medium Monstrous Humanoid (Shapechanger); HD 2d8; hp 8; Init +6; Spd 30 ft.; AC 14, touch 12, flat-footed 12 (+2 Dex, +2 natural); BAB +2; Grap +3; Atk +2 melee (1d4+1, dagger); Full Atk +2 melee (1d4+1); FS 5 ft. by 5 ft.; Reach 5 ft.; SQ Antipathy, change shape, damage reduction 10/silver, darkvision 60’, false skin; AL Usually neutral evil; SV Fort +0, Ref +5, Will +4; Str 12, Dex 14, Con 11, Int 12, Wis 13, Cha 15.
Skills: Bluff +8, Disguise +8*, Hide +7, Move Silently +7, Sense Motive +4
Feats: Improved Initiative.
Sloughing off its outward skin, the creature reveals a slimy, twisted humanoid form.
Shapeshifters are creatures that use false skins to disguise their true appearance. A shapeshifter in a false skin is identical to the person it is mimicking. In their natural form, shapeshifters are twisted, dusky, rough-skinned humanoids. Their natural skin is usually coated with a thin layer of somewhat sticky slime.
Shapeshifters usually speak the primary language of the community they live in, but may learn others common to the region.
Combat
Shapeshifters are solitary cowards relying on deception and ambush who like to confront their victims while they are alone. They rarely stay to fight if the odds turn against them, retreating to regroup, take a new form, or lure their pursuers into a trap if they do not merely flee outright.
Antipathy (Ex): Shapeshifters suffer a -5 racial penalty to all Charisma-based skill checks interacting with animals regardless of the form the shapeshifter is in.
Change Shape (Ex): A shapeshifter can assume the shape of any Medium humanoid. The creature can remain in its humanoid form until it chooses to shed its skin and assume a new one. Shedding a skin is a move action, growing a new one. A change in form can not be dispelled.
Detect Thoughts (Su): A doppelganger can use detect thoughts as the spell (caster level 10th; Will DC 13 negates). Using this ability is a standard action. The save DC is Charisma-based.
False Skin (Ex): A shapeshifter grows a false skin in order to mimic the appearance of another person. These skins are very delicate. If the shapeshifter suffers any damage or is grappled, it must succeed at a Reflex save (DC = 10 + damage taken, OR their opponent’s grapple check) or the skin bursts, revealing the true creature within. Creatures with the Scent special quality are never fooled by a shapeshifter’s ability into mistaking the creature for human.
Skills: A shapeshifter has a +4 racial bonus on Bluff and Disguise checks.
*When using a false skin, a shapechanger gets an additional +8 circumstance bonus on Disguise checks. If it can read an opponent’s mind, it gets a further +4 circumstance bonus on Bluff and Disguise checks.
Shapeshifter Society
Shapeshifters are solitary creatures who use of their natural mimicry to infiltrate humanoid society. Although their motivations may vary, they are interested only in themselves and regard all others as playthings to be manipulated and deceived. Shapeshifters may reproduce among themselves, but mating is more common with humans. Females carrying offspring find their ability to blend in reduced and usually lair up in one place long enough to bear their young. After birth, the female usually swaps her child with a human infant before moving on. A newborn appears to be a relatively normal human child, with shapechanging and other abilities slowly manifesting at puberty.
Shapeshifter Characters
Shapeshifters favored class is rogue, though they commonly assume other classes appropriate to the region or culture into which they have been born. LA +3.
