Even a doppleganger might have to flee if it's dripping with blood from a freshly-slain victim. It's also quite possible that the W-F twins are mistaken, and the "Bloody Jack" sighted on the mistway is really something else: a human copycat-killer, a boogeyman arisen from Paridonian childrens' fear of Bloody Jack, one of the Fugued, etc. Or it could be a doppleganger who used to act out the Bloody Jack role for Sodo -- and enjoyed it so much, it's continued its killings as a hobby -- but its excessive delight in its handiwork enraged Paridon's darklord (because Sodo can't join in the fun
Remember, the VRGs are written partly in-character. Most of Paridon is probably still convinced there's one Bloody Jack -- perhaps cursed with immortality by the Mists, hence his continued re-appearances over so many generations -- despite the doppler-clan's existence having been exposed.

If you're looking for a vision of life for the underclassses in Paridon, you might take another look at my article 'The Old Brewery' in the Karg's Book of Sacrifices. It was written for MotRD but could be easily adapted for this. A group of police who were foolish enough to enter the Brewery would have been attacked murdered, and their corpses thrown out in the street stripped of all clothing. That could easily be adapted for a horse guard in the wrong place at the wrong time. Take a look at it.

Why not have another fan group start one for the Amber Wastes and the FoS oversee both? It would give them more time to focus on the coming Undead Sea Scrolls and Quoth the Ravens netbooks. Really, city adventures are something one can do on high detail level in nearly every other setting than RL - as far as I know, there isn't even a city map of Paridon, am I right?

CITIES OF THE CORE
I agree with a previous poster that the Zherisia cluster should be portrayed as it is in canon material. If a Dread Possibility Sidebar is put in detailing the Shining Bay and pointing the reader to the appropriate netbook for more info, then that's great. But let's not stray too far from canon material.
I believe the Bloody Jack reference and Mistway was a belief of the people; that the murderer somehow used the Mistway to escape from his crimes. That was why he couldn't be found.
I would prefer not to see mechanical horses for a couple of reasons.
1) If the Paridoners can create mechanical horses, what's to stop them from creating other mechanical things? Such creations would be all over the city.
2) How are they created? If it's magic, then that means there must be some high-level spellcasters in Paridon. If it's desire, then all such creations would go berserk after enough time, and you'd think the people would figure it out.
I know there is a guild that made a Tin Golem, but I prefer to think of them as a small organization that doesn't create things very often, due to the proliferation of "mechanical errors" that have occurred in the past.
As to the connection with Nosos, I at first was skeptical, but if it's portrayed as a Mistway, then I could definately handle that. What would it's reliability be? Especially if the train is used as a conduit?
Perhaps the train can only be run once a month or so, due to the technology involved or something. That would slow the rate of foodstuffs coming into Paridon from Nosos.
Finally, in reference to the maps of land around Paridon, it's been stated that was a mistake when the book was released in 3E. Paridon is still surrounded by Mists on all sides.

My plan is essentially to go map happy with this realm. My style of drawing maps is as follows
Map of Mordent.
Of course, the maps of Paridon would be much more ubran. As an old FR fan, I like the detail that Waterdeep was given. This is not to say that Paridon is going to be made into Waterdeep. However, the attention that waterdeep got does give inspirement for mapping Paridon.
Malus, the DL of Nosos, could be a very profitable ally to a lot of Paridon's middle class businessmen. Especially since Malus is all to happy to exploit his natural resources (in this respect, Nosos and Paridon are perfect for each other). I had a train connecting Nosos and Paridon that was eventually extended into Falkovnia. The train moved grain into Paridon, in exchange for Paridonian technology, especially cartridge weapons.

Okay, the question has to be asked.
How much Fraternity involvement do you want with this project?
Do you really WANT this to be the next stop on the FoS' tour of the lands? Or would you rather have this unrelated to the other works and stand-alone? Or somewhere in-between (Fraternity edits for style and consistancy and fills in any gaps but bulk written by others)?
How we tried to do the Souragne gaz was to write the bulk ourselves and then have side-bars and smaller sub-sections filled in by the larger community. But there are some many lengthy ideas here that might not work to the same extent...
