A domain based on Harry Potter?

The idea introduced itself to me all of a sudden, and there's plenty of evil in this particular series that would be deserving of being drawn into the Mists.
I feel it might be interesting to incorporate some ideas from a piece of well-written fanfiction, too.
I forget the title, but the premise is that the light wizards agree in a magical treaty that Great Britain will be the sovereign territory of the Death Eaters, and that all light-aligned wizards and their relatives will depart, never to bother Voldemort's empire again.
At first the Death Eaters are jubilant. Finally, their pure-blooded Britain. Then the Death Eaters realize to their horror that all the people who keep the magitech going were on the light side. Rich old pure-blood families are hemorrhaging money because their business networks are in shambles and their tenants have left.
The low-class thugs who are their foot soldiers are mostly petty criminals and layabouts; they don't have the necessary training to keep the elevators running, and little motivation to acquire it.
Worse, genetics rears its head. With such a limited gene pool, the already recessive gene that triggers magic is dying out. Every new generation has less wizards, and they're consistently weaker. At first the Death Eaters acquire mail order brides from foreign pure blood families, but those soon grow unwilling to waste their daughters on what is clearly a dying empire. They abduct some young women on raids, but they're stuck in their empire; the magical pact forbids them from settling outside GB. Soon, the rest of the magical world is actively isolating them in their dying empire.
And Voldemort is getting bored. He has no light-side wizards to torment and kill. The magical treaty forbids the dark-side wizards from attacking non-magical people on their home soil, lest they lose their magic. Dark-side wizards in GB tend to collapse, screaming in agony, as Voldie uses the dark mark to remotely torture them.
Lucius Malfoy reflects that the light-siders knew exactly what they were doing, thanks to help from such people as Hermione Granger, who knew about statistics and genetics from her non-magical side. He anticipates that either the Death Eaters need to somehow subdue Voldemort and offer him to Harry Potter to kill, fulfilling the prophecy and allowing them to sue for peace, or else they must die out... or Voldie has to finally run out of wizards to torture and grow so bored that he attacks a non-magical, loses all of his magic, and is instantly killed as his Horcruxes stop working.
Let us consider, then, a dark and warped version of England adrift in the Mists, where some version of Voldemort has awoken after the battle at Hogwarts. To his immense surprise, he is not dead, after all.
The Dark Lord is at the height of his arcane might, none of his enemies are there, and Hogwarts and the Ministry are completely under his thumb. Unfortunately, Hogwarts' halls are mostly empty. The Dark Lord's followers are few, their numbers dwindling and their powers in decline.
Monsters stalk the night of this England, and while they kowtow and fawn on the Dark Lord if he confronts them, they eagerly assault both wizard and non-magical as soon as his back is turned. To Voldie's frustration, the non-magicals are actually dealing better with the situation than his dark wizards; as magic is waning, science is booming. Non-magicals are inventing new weapons and defences all the time, whereas magic has grown stale and its practitioners uninventive.
To the Dark Lord's own mounting horror and loathing, he discovers that:
A) His immortality is no longer the way he remembers it. Rather than being a ... whatever he used to be, Voldie is now a standard lich, his body rotting around him, forcing him to wear magical disguises lest he lose his last remaining followers and so he is not forced to see the signs of Death's triumph on him whenever he looks into a reflective surface. His illusions and disguises fail him at random times, filling him with horror of his condition and fear that he might be losing his powers.
B) The Dark Lord is discovering an affinity for science in himself. (Maybe give him ranks in the Technomancer PrC and some of the Technological item creation-feats.) While magic is on the wane and in danger of dying out, leaving Voldie alone in his corrupted England, science is booming... and some of the Dark Lord's casual doodles and notes have created quite a stir in the scientific community. Any time he wants, Voldie could be accepted into the scientific community, respected and admired for his creative genius.
What else could we do to make this domain a fitting prison for this particular Darklord? Should we make it a Cluster, adding a Scotland, Ireland and/or Wales-equivalent?
A Dumbledore-equivalent, condemned for the crimes of his youth and his manipulation of young children into doing dirty work he should have undertaken himself... that could also be an interesting Darklord. He could rule the Wales-equivalent from a ruined Hogwarts, forever scheming to somehow draw a new Chosen One to him and under his control, so he can send him at the Voldemort-equivalent.
What else, what more? Let me hear your thoughts, guys. ^_^ Let's make it scary.
