Captain Alec Rapacion serves as the milita captain for the county that contains Moondale.[1] Although he appears to be genuinely for the people, he is actually a Mountain Loup Garou[2] and serial killer, having murdered hundred of people prior to his arrival in Moondale. He is a deceiver, abusing his authority to implicate his murders on local townspeople.[3]. The Blood in Moondale module presents one such case, where he employs the player characters, along with Eldon and Ravewood, to investigate the murders he is responsible for.[1]
