Ostensibly a fine social club for the elite of San Francisco, the Keeper's Club is actually front for a spy ring and cult ultimately commanded by Dracula. Under Dracula's orders, Mortimer Toombs set up the club. Toombs also has installed Henry Grimes and his gang of wererats as a defense force for the Club.[1]
