Not really. The Baron wasn't very concerned about Delthrin, because he didn't think there was any real chance that the man was guilty. There was no proof. If he had been shown to be guilty, why , Ildool would simply convict him and seize his estates!
No, Lord Ildool simply gave orders for the Headsman case to be closed before the Regent could make her visit. His true concern was keeping the city quiet, so that he looked good for the Princess.
