Yeah the hands and faces are rough on female characters. The hands in particular seem like the rings in that they just need to be smaller and thinner. Sort of face related I wish there was a default frown starting point as well as subtler expressions in general. She has an article on Mistipedia... and I think I remember some campaign logs featuring her and the party she travelled with! Also, she makes a brief appearance in the Verbrek Gazetteer.

Celia Whitmoor got her start in Stu Turner's campaign, I believe. I'm not sure if his campaign journal is still available anywhere, but it was a classic. Mangrum later wrote her up in the Book of Souls netbook, and as the Kargatane went on to write much of the 3e books, they promoted her to canon by including her there.

Celia was an NPC in *my* campaign, and the first article I wrote up for the Book of Souls.
