Has anyone ever statted the original Carnival NPCs for the D20 system, such as , Tindal or Picalli?

Yes, a few.
Check out the Ravenloft NPCs 3E (and/or Pathfinder) stats thread. It has Hermos right at the start and later the Blade brothers. In the linked WotC thread a few more carnies were converted iirc.
I have extensive but incomplete notes on many more conversions including lots of carnies...
