The Council Hall is the seat of authority for the Council of l'Morai in the city of l'Morai. It is a huge, round building made of stone that overlooks the bridge for Vinrouge River. Marble columns surround the walls of the structure slanting into a domed roof. The Council Hall originated as a fortress guarding the bridge before the city that surrounded it even existed. (In fact, the city of l'Morai originated as a village that evolved around the Council Hall[1]
There are a mess of cramped, centipede-infested jail cells beneath the hall.[2] The gates of the Council Hall are defended by gate guards.[3]
