The Witch of Downing Street resides in a narrow alleyway off of the street she gains her moniker from. Apparently a blind, old human seer, the Witch is actually a disguised night hag. She resides in the Living City but wishes to gain the knowledge of escaping Sunderheart from the Broken Library. She looks for patsies to go find the information in a district she will not visit herself.[1]
On the Prime Material Plane, the Witch has a sister in Harrack Unarth looking for her.
