Outdated terminology from [[Domains of Dread]]. "Overlord" meant "Darklord of a domain that's part of a cluster". (Demilord meant darklord of a pocket domain, Lord was for Islands, and only Core darklords were true Darklords.) As far as I know, never mentioned again, but since Saragoss is part of the Steaming Lands cluster, technically, as of Domains of Dread, Draga would be an Overlord.
