The baron who oversaw and designed the reconstruction of Aluk Septentrion after the Great Fire of 617 BC. He was bigoted against nonhumans but couldn't completely expunge them from his town.[1] 
Given that the Great Fire happened in 617 BC, Baron Vestmar is likely deceased.
