Serena O’Shea is the mayor of Orcinas. Socially powerful and knowledgeable, she is the person to talk to if one needs transportation out of Nedragonne on a watercraft. However, her advice or favors will not likely come cheaply.[1]
Serena is usually escorted by a number of bodyguards (1d6 Neutral Good fighters of 3rd level at any given time).[2]
