Captain Kagliara

Kagliara is the captain of the watch in Toyalis. He is accused of being sadistic. He seems to make a point of visiting the Red Robin when searching for wanted criminals.
[Note: The Glass Man puts him in Toyalis and not in Sly-Var.]
