Unlike many officials within the domain of Hibernate, Robert Haight is not truly corrupt. However, working almost entirely as a paper pusher has kept him withdrawn from the current social realities.[1] Furthermore, he is not totally without corruption for he is a regular customer of Elizabeth's prostitutes.[2]
