I might if I thought I'd have any chance. In the 28 or so 4e issues they've done, they've had maybe 3 articles by non-professionals and only one amateur. From a business standpoint, such an article makes sense as a tie-in to the eventual Shadowfell book. So if it was accepted, it'd be put on ice for a couple of years.
