Removing Horror & Question regarding Power Checks

I've a EtcR campaign running for 20 sessions now and we've played through the first chapter of the adventure (Yes my players are very slow and yes our sessions are quite short)

I've managed to obtain the RVL Campaign Setting and Gazetteer 1 and incorporated the 'canon' information' into the adventure, actually changing around quite a few things. I am following the general plot atm but lots of things have been changed around (if someone is interested give a yell I'll make a separate post on that)

I have 2 rule questions now:

My paladin has failed a horror check and has an 'obsession'. Now in the RVLCS it says that numerous spells can remove all horror effects; Does this mean permanently removing its effects or temporarily (for the duration of the spell)? I can imagine the priest casting Calm Emotions would somehow have an influence but removing it alltogether?

My second question:

The was a standoff between the party wizard and the obsessed paladin regarding the destructing of an evil scroll (Liber Blaspheme)
The party thief was so appalled by the paladins hostile attitude (due to his obsession and the fact that his supposedly detect evil detected the wizard and thief as evil, the paladin still has to realize he's detecting chaos) So the thief decided to threaten to burn down the village church in order to get the paladins attention. He eventually didn't do it, although the torch almost accidently lit the church.
Should I roll a power check for the thief for threatening to set the church alit?

I wouldn't have the thief make a check unless there were actually people inside the church at the time he threatened to burn it down.

I would go with your intuition regarding horror checks. As you say, Heal would probably remove the effect permanently, while Calm Emotions might only last for the duration of the spell.

In my opinion, I wouldn't have a powers check for the thief. I presume it was done purely to distract the paladin, and the thief had no intention of going through with the plan. So no powers check.
