Where do you think the horror in such a domain can come from? Who should be the Darklord? And how can the Dark Powers twist such virtues into something dreadful, showing that liberty can become no less dark than tyranny? (And no, I keep the P.C terrorism for another domain, so taking liberty to the extreme is not what I seek here)
Well going into the historical US, there is the "liberty for a few but not for all" hypocrisy theme and the tie-in slavery, colonialism, eradication and expulsion of the Native Americans, disenfranchisement, etc. In Andoran, the Lumber Consortium has its meathooks in a lot of places and has a lot of baleful but hidden influence on politics and power. On a more traditionally Ravenloft note, Darkmoon Vale (a region of Andoran with its own supplement, the Guide to Darkmoon Vale, for 3.5) and its associated modules are almost prime Ravenloft inspiration in and of themselves.

Prime candidates for darklords might include some kind of colonial or company boss, such as Thuldrin Kreed of Falcon's Hollow (although he may be too petty in scope) or perhaps a politician, judge, or officer of the peace that sold out his idealism for pragmatism toward a greater goal or worked for liberty for some but betrayed many others.

Could be... Victory of liberty as the result of treason is an interesting moral dilema. But I should think what could his curse be, and how it would affect the denizens.
If you went this way, I could see him wishing to be viewed as a patriot like figure but instead shunned and badmouthed eternally as a traitor or pariah.

I was thinking about the opposite option: he is dead now, venerated by all as the founder of the state and a paragon of liberty, but is actually a ghost, haunted by the spirits of the natives he massacred, the soldiers he betrayed etc. Most denizens don't know that their seemingly benign country was founded by such evil methods, but the shadows and curses of the past linger on.

That sounds like a suitable and ironic punishment and an interesting set-up/dynamic one can play with, so I say go for it.

Okay, here we go:

Gilmore Anders is venerated as one of the Founding Fathers of Alamos, a general and diplomat who led his people to independence and founded a nation on the principles of liberty and equality. Alamos is a vast land west of the Sea of Sorrows, a democratic republic whose people enjoy freedom and rights unseen anywhere else in Ravenloft, guarded by blue-uniformed knights and ruled by elected parliament. But most denizens don't know that the leader they so admire, who died 200 years ago, committed many atrocities on his road to independence - slaughtered native tribes, betrayed allies, sacrificed his soldiers, etc. He is a ghost now, haunted by the spirits of his many victims. The shadows and curses of the past hang over Alamos, often exacting their revenge on the unsuspecting descendants of their opressors. (Inspiration: historic United States and Pathfinder's Andoran)

The question is how is he supposed to interact with the world, and why? The Darklord should have some influence in his domain afterall.

Indeed. I think he would be somewhat like Wilfred Godefroy, staying in the background most of the time and occassionaly manipulating influential people to forward evil goals.

Maybe he wants to destroy the last native peoples but every attempt to ignite a war ends in better relationships beetwen "yankees" and natives?

I don't think I want to go in this direction. Better to leave his specific motives vague - it's fine within the framework of 10 lines limit.

You should cut the numbers and give out more details.

I don't include numbers. I want to give the readers what I feel is a useful seed, a concept they may develop further as they see fit. So I include what I think is essential for the concept - and sometimes I do struggle hard to push it all into the limits.

I mean the numbers of Darklords you want to present; if you would give us 25 more detailed ones instead then 100 sketched, I would appreciate; it's only a personal hopinion of course.

Na, it's a challenge I posed to myself, to complete (another) 100 darklords and 50 other NPCs untill the next QtR; Besides, my poor English makes it difficult for me to write at length on a single topic, so I prefer to write many short paragraphs rather than few long ones :)

Ideas for steampunk darklord & domain, anyone? Maybe something from Eberron? I am hardly familiar with that setting. Or maybe some inspiring movie? I don't really like steampunk, but it seems there should be one such a domain (dark and gritty, of course).

Well, Trains are the epitome of Steampunk; so, a domain full of railways and trains, which Darklord is a Casey Jones expy, a Ghost who was, in life, a proud owner of the Railway Company, already guilty for shadowly practices, who pretended to drive the train for the inaugural great tour himself; obsessed with puntuality, he forced the engine and caused a great accident, killing himself and hundreds of passenger; since then, he forever roams the domain on board of his ghost train, stopping only few minutes in each station, and forever cursed to never complete the tour on time.

Alternatively, your Darklord could be an expy of Verne's Robur or/and Nemo, great inventor obsessed with revenge or/and dominion, forever striving to reach theyr goal on board of a great flying fortress or submarine.
