Re: Spring Heeled Jack
Giving the roaming nature of his legend/sightings, and the fact that in real life he was equated with such, I'd said Spring-heeled Jack would be a textbook example of a bogeyman (see Dark Tales and Disturbing Legends, although also possibly targeting adults) and/or possibly a mist creature (see Van Richten's Guide to the Mists). A more "mundane" but high tech example might be a mortal with simply some steampunkish gadgetry (e.g. spring shoes that work as Boots of Striding and Springing and a mini-glider) and some rogue levels (maybe shadowdancer if using 3.X mechanics). Such an individual would probably come from a high CL domain, such as Paridon, Dementlieu, Lamordia, or Falkovnia (if you played up the weird science elements.)
If you use pathfinder, there's a version of the spring-heeled jack already statted up, which you may or may not want to customize (add class levels, advance to Medium size, salient abilities etc.)

Re: Spring Heeled Jack
i think thare is always some supernatural element to jack, how much can vary.
i like the idea that he is a Victorian batman/ghost rider, a dark vigilant that punishes the wicked (rather extremely, but not outright kill). he was human once, a grate wrong was done to him and he found no justice. at his lowest point (possibly as he was dying having failed avenge the wrong) something offered him justice, so was born jack.

Re: Spring Heeled Jack
If you use pathfinder the Vigilante class is exactly what you need for that.
