Category talk:Inhabitants of Barovia

OK, I'm officially confused as to what category the "Inhabitants of ____" categories should go in. On the one hand, they are a group of NPCs, and should belong in Category:Society or a subcategory thereof. (Like Nationality is). On the other hand, everyone in this category is an NPC, and the category denotes a type of NPC in the same way Book is a type of Item, so maybe it does belong in NPC. But on the third hand (yes, I have 3 hands) the same could be said of every society. Is this different because they aren't as organized as The Kargat? But Nationalities aren't really organized either. (Should we be consistent and make all societies that aren't organized into categories of NPC?) And on the fourth hand, putting them in NPC makes them really hard to find on the Category:NPC page, because the vast number of NPC's makes the NPC subcategories break unnecessarily across pages.
