Officially, each city state has its own ruler. The City of wanderers is ruled by a congragation of merchants, and the city of souls by the Sheik Yezeed-al-Nisr Beni Yaghan, supported by a large and powerful priesthood.
Unofficially these cities, in one way or another, pay their respects and follow the orders from the Burning Citadel. No ruler will admit to his or her people that they are under the control of Malbus, though most people are aware of the influence of the warlord.
Only the City of the Lost has stayed independent, as it's remote location has kept Malbus from interfering with its affairs.
