We're pretty sure at this point that the cargo of the Acheron includes the museum exhibits bound for Hazlan, and that Hazlani have been involved in getting the stuff aboard, so having more Hazlani show up and demand an inspection on behalf of the Hazlani government should be plausible. While the GMs appreciate wanting to deliberate, try not to take too long about it.
If you guys want to split up, then only the people taking the stealth route will be factored in to the total successes of the group check. For example, if Darius and two others decided to pop up on deck, there would only be six people attempting to stealth, and thus that group would only need three successes.
However, if either group fails, they will cause problems for the other group.

I did the math and it seems to work out that unless it is physically impossible for you to make the DC (ie: DC 20 and you have a -1 modifier), you're always better off rolling independently than trying to assist someone.
Also, definitely inspire competence unless you think it would be more useful in the bluffing portion.
