A Goblyn Lord is an individual who has control over multiple Goblyns. Typically, such control is achieved by turning a humanoid into a Goblyn with the Create Goblyn-spell or else the use of certain Evil artifacts.
The case of Clarisse Harrowing, a human woman with zero training in arcane magic, implies that there exist ways of stealing control over Goblyns from another Lord.
In the case of Tristen ApBlanc, he has control over every Goblyn in the Domain of Forlorn in spite of not having personally created any of them, by 'virtue' of being the land's Darklord.
