Minister of Fear

The mysterious and frightening, if normally detached, Minister of Fear[1] rules the Midnight Market, sets its laws, and ensures it remains a neutral ground. The Minister acts as its judge, jury, and executioner. Thought to be a Fey Lord and personification of fear, the Minister nonetheless enforces three laws: all debts are to be paid, contracts and oaths are to be upheld, and no violence is permitted. The Minister's power is such that the fey-like shopkeepers and frequent visitors are loathe to violate the Minister's rules. In addition to his governmental powers, the Minister of Fear is also the one that must be approached to receive invitations on others' behalf.

The Minister keeps tabs on all that goes on in the Market thanks to the control of the ghost ravens that fly throughout the Market. He is accompanied by a dozen twisted, bestial beings known as the Hounds. Formerly humanoid-shaped creatures such as humans, fey or undead, these abominations add yet another reason to fear the Minister.

Although the Minister is the Market's ruler, he is not its darklord, if the Market is a domain at all. In the dread possibility that the Market is a domain, the mantle of darklord would fall to Jeremy Carter, whom ironically holds no power in the realm.
