"Dread pirate captain" Jacques l'Effête is a character first introduced in the Chibiloft comics of Quoth the Raven Issue 30.
Background
During the Quoth the Raven #30 comics, Jacques l'Effête (who insists on referring to himself as a "dread pirate captain" whenever he appears) makes three attempts to attack and rob the passengers of the Dead Reckoning. Unfortunately for him, the passengers in this case turn out to be the Chibiloft Crew. Each time, he is fairly easily defeated and knocked off the ship into shark-infested waters or blown up with a fireball, but manages to return twice for another go in spite of progressively more severe injuries. He insists on continuing to wear a hat with what appear to be ostrich[1] feathers on it for each attack, and wields a rapier.
Weaknesses
Overconfidence. Jacques l'Effête is too quick to assume he has the advantage over others, variously through claiming the high ground, having drawn his sword, and his relative youth. He is quickly disabused of his delusions in each case. While he might have more success if he attacked together with a crew, he is always seen swinging into battle alone.
Although it is possible that he had been working together with Arcael, D'Vaal, the Levkarest Lycanthrope, the Toothless Nosferatu and Urtica for some time, having attacked and sunk the ships sent out by Ivana Boritsi. Presumably, he provided the villains with transport after the ships they attacked were sunk.
Strengths
It is undeniable that Jacques l'Effête has considerable acrobatic skills, being able to swing from one ship onto another, even when he is in a full-body cast. Presumably, he is also an uncommonly strong swimmer with a high pain threshold, capable of fighting off hungry sharks - though not without taking wounds. He is clearly highly determined, being willing to leap into battle several times in spite of injuries that would leave others bedridden for weeks if not months. In addition, he must be a capable sailor, being capable of keeping up with the Dead Reckoning - again, in spite of the aforementioned injuries.
