Kasimir Velikov is an NPC from the 5th Edition module Curse of Strahd. In CoS, Kasimir is the leader of (and one of the last remaining) group of dusk elves that reside within Barovia. The majority of his people were slaughtered by Strahd's armies, leaving him with a massive guilt complex. His sister, Patrina Velikovna, now uses that guilt for her own purposes by speaking to him in dreams.[1]

History

Kasimir's people resisted Strahd, and in so doing, they were slaughtered and nearly entirely wiped out. Lett to the Vistani to decide their fate, Kasimir was befriended by a now deceased Vistani named Velikov. So strong was their bond of friendship, Kasimir remains true to the Vistani to this day, though he does not approve of their current leadership.[1]

After Strahd began turning Patrina into a vampire at her request, Kasimir and the rest of his clan stoned her to death at hKasimir's initiation. Strahd wiped out all the female dusk elves as punishment and sheared off Kasimir's ears in retaliaion.[1]

In Curse of Stahd

Kasimir and the other dusk elf survivors are situated at the Vistani camp near Vallaki. Kasimir's dreams a haunted by his undead sister who is locked away in the crypts beneath Castle Ravenloft. In Kasimir's nightmares, she plays upon his guilt, regret, anger, and sorrow, pretending to have changed her ways. She implores him to seek out the secrets of the Amber Temple. Patrina manipulated Kasimir into thinking the secrets needed to restore her to life and break Barovia free of its curse lie inside. Although he frequently spies on it, he needs help (such as from the player characters to get inside. There he may accept the dark offerings from Zhudun (in area X42) in order to revive his sister the crypts of Castle Ravenloft (area K84/Crypt 21). Patrina, for her part, is completely insincere in her desire to end Strahd, for she only wishes to become a powerful vampire in her own right.[2]

Kasimir could be Strahd's Enemy, as revealed by Madame Eva's reading of the fortunes of Ravenloft, but only after they've helped him with his mission.[3]
