The inhabitants of the Land of Mists do not carry passports. In well organized totalitarian regimes like Falkovnia, identity papers are conceivably issued to all citizens. In advanced lands where there is a perceived threat of infiltration and invasion such as perhaps in Dementlieu, identity papers are again conceivably issued to all citizens. Elsewhere however, newborn are perhaps registered by state authorities, are perhaps registered by town authorities, are perhaps registered by church authorities, are perhaps not registered at all. There is not, for the most part, a well developed and rigorously enforced notion of nationality. Darkon and Richemulot welcome all comers. Halfings in Nova Vaasa and the Rashemani in Hazlan are citizens, but are second class citizens. Falkovnia enslaves demihumans as state property. The Vaasi culture and language spans Nova Vaasa and Hazlan. The Barovian culture, ethnicity, and language spans Barovia and Borca. Many of the leading citizens of Dementlieu have been Mordentish. The Vistani wander all lands and are citizens of none, although enjoy rights in Barovia denied that land's own citizens. In brief, there are far more exceptions than rules.

For the purpose of nationality, each domain is deemed to be a separate nation regardless of the condition of its state apparatus.

Nationality is understood to concern the nation of origin, regardless of whether or not that is the current domain of residence. Alanik Ray is Darkonian and that does not change when he emigrates from Martira Bay in Darkon to Port-a-Lucine in Dementlieu. Instead his situation is described as follows: Darkonian, Former Inhabitants of Martira Bay, Former Inhabitants of Darkon, Inhabitants of Port-a-Lucine and Former Inhabitants of Dementlieu.

Nationality is slightly broader than state of birth/domain of creation. While the assignment of double nationality should usually be avoided, individuals who are born/created in one state but who are quickly taken to another to be raised are potential candidates for double nationality. Babies born in Darkon who emigrate with their parents to Lamordia should be assigned double nationality for the reason that they will not be subject to the memory altering effect of the Book of Names should they ever return to Darkon. Equally, individuals who are essentially reborn or recreated in an other state in a way that strongly identifies them in the eye of the average observer with that state are candidates for double nationality. The Slain are overwhelmingly Darkonian and Necropolitan. This may be the case with some dark lords.

Nationality and ethnic group are not to be confounded. In domains where there are two or more significant ethnic groups, nationality and ethnicity are very different. Being Hazlani and being Rashamani are two related but different things. In domains where nearly all the inhabits belong to the save ethnicity, nationality functions for many purposes as a proxy of ethnicity. Nonetheless, every last individual with the nationality will not necessarily belong functionally and as a pure matter of fact to that ethnic group. A stolen baby may be Tepestani in terms of his birth but be raised as a Nova Vaasan, learning next to nothing of the ways of the Tepestani. Note that the Vistani are a stateless ethnic group. Individual Vistani are not assigned a nationality even if the state of their birth is known. A Vistani baby adopted by a family of giorgio or one raised by its parents within the confines a single domain would, however, be assigned a nationality.

Nationality is to be assigned to people first and foremost. It is assigned to categories that gather up individuals within a domain. Inhabitants of Port-a-Lucine and Inhabitants of Dementlieu appear under Dementlieuse. It may be assigned to monsters that are unique (or very nearly so) to a given land such as illithids or the wolfweres. The former are Bluetspurean and the latter are Kartakan. It is also assigned to items and societies that are unique to a given land. Thrall clasps are Bluetspurean and the Eternal Order is Darkonian. Finally, nationality is assigned to the categories that gathers up the individual places within a domain, but is not assigned to the individual places themselves. Locations in Port-a-Lucine and Locations in Dementlieu appears under Dementlieuse whereas the Great Library of Port-a-Lucine and Port-a-Lucine itself do not.
