The City of Neblus lies on the Nezron River in the Mistlands of Darkon. The city has a narrow elven majority. Most human residents have adopted the trappings of elven culture and many claim elven blood.

According to legend, Neblus rests on the site of an ancient burial ground, dating back to the Gray Realm. When Darkon formed from the blood of Darkanos, the original inhabitants pillaged the necropolis to create their homes, so the architecture resembles a mausoleum, with gravestones paving the streets. The inhabitants believe that "By keeping the dead underfoot, we keep them from rising to claim our city." The city is home to many philosophers and scholars (both theological and metaphysical) who come there to ponder the afterlife.

Sites of interest include the local temple of the Eternal Order, the Shrine of the Spirits, a large domed temple just east of town.

Baron Iomar Lonshadow, an elf, rules the city, with Chief Constable Adrian Qualth, a human, keeping the peace. The ghost Trillen Mistwalker is known to lurk in the town seeking recruits for ill-fated adventurers.
